Procurement Manager

We are currently seeking an experienced Procurement Manager to join a Local Authority in the West Midlands on an interim basis. This opportunity would suit a procurement professional with strong experience delivering public sector tenders end-to-end and a thorough understanding of procurement legislation, particularly PCR 2015 and the Procurement Act 2023, ensuring compliant and effective tender processes.

Start: ASAP

Duration: Up to 6 months

Rate: Negotiable (Inside IR35)

Location: Hybrid (2 days per week on site, one day must be Tuesday)

Key Responsibilities:

• Lead and manage public sector procurement exercises from initial planning through to contract award and mobilisation


• Deliver compliant end-to-end tender processes in accordance with PCR 2015 and the Procurement Act 2023


• Develop procurement strategies and tender documentation to support organisational objectives


• Manage tender evaluations and ensure robust, transparent decision-making processes


• Provide expert advice on procurement legislation, governance, and best practice


• Ensure procurement activities comply with all relevant regulations and internal policies


• Work closely with stakeholders to deliver value-for-money outcomes and mitigate procurement risks


• Support contract award processes and contribute to successful supplier engagement and mobilisation

• Proven experience running public sector tenders end-to-end under PCR 2015 and the Procurement Act 2023


• Strong understanding of public procurement regulations and their practical application throughout the tender lifecycle


• Experience delivering complex procurement exercises within the public sector environment


• Strong knowledge of procurement governance, compliance, and best practice principles


• Excellent stakeholder management and communication skills


• Ability to hit the ground running and provide immediate procurement expertise
