Salary: £62,906-£70,535 per annum

Contract: 12-month FTC (potential for extension or permanency depending on organisational needs)

Location: West Midlands (Hybrid – 2–3 days on site)

About the Role

Our client is seeking an experienced People Partner to support a major public sector organisation through a period of significant transformation. This role will suit someone who can comfortably operate at a senior HRBP level, providing strategic partnership, insight, and challenge to senior leaders.

This is a high-impact position involving organisational change, workforce transformation, and activity linked to franchising models and transport operations. You will act as a trusted advisor, embedding people strategy into planning, leadership, and decision-making, while coordinating the input of specialist HR teams (ER, OD, Reward, Inclusion, Talent) to deliver a seamless and values-led service.

Key Responsibilities

Strategic Partnering

  • Serve as a strategic advisor and critical friend to senior leaders

  • Embed people strategy into business planning, change programmes, and operational delivery

  • Translate directorate goals into people priorities to support transformation

  • Use workforce data, insight, and trends to inform decisions and identify risks and opportunities

Transformation, TUPE & Change
  • Lead HR activity across major transformation, including workforce redesign and people governance

  • Provide expert advice on TUPE, including applicability, due-diligence, consultation requirements, and risk management

  • Support programmes linked to transport, franchising, and client–operator relationships

  • Drive employee engagement, communication planning, and change alignment

People Leadership & Culture
  • Build trusted relationships with Directors, Heads of Service, and senior leaders

  • Coach managers to develop capability, confidence, and inclusive leadership behaviours

  • Support talent, succession, culture, and OD priorities in partnership with specialist teams

  • Promote fairness, wellbeing, and consistency in people management practices

Operational & Advisory
  • Act as senior HR advisor on complex ER matters and appeals (with ER specialist support)

  • Ensure consistent application of people policies and procedures

  • Lead and deliver HR projects linked to organisational strategy and people transformation

  • Provide evidence-based advice on restructures, workforce implications, and business cases

Requirements
  • Strong experience in a strategic HRBP/People Partner role within a complex organisation

  • CIPD Level 5 (minimum)

  • Expertise in transformation, workforce change, and TUPE

  • Skilled in interpreting people data and using insight to drive decisions

  • Excellent stakeholder management and influencing skills at senior levels

  • Strong understanding of employment law and people policies

  • Confident coach, credible advisor, and relationship-builder

  • Ability to navigate high-pressure, fast-paced environments with resilience and judgment
