Hours: 36 Hours Per Week, Mon – Fri
Contract: 48\-Week Temporary Contract (Approximately 12 Months – Secondment Cover)
Location: Civic Offices, 2 Watling Street, Bexleyheath, Kent, DA6 7AT (Minimum 2 days in office)
Start Date: ASAP
Rate: PAYE £170\.57 per day
We're recruiting an Organisational Development Partner to join the Council's people and organisational development team. This is a key professional role, ideal for someone experienced in organisational development, culture transformation, leadership development, employee engagement, and organisational change within a complex organisation.
About the Role:
As an Organisational Development Partner, you'll act as a trusted partner to senior leaders, managers and services across the Council, providing evidence\-based advice and constructive challenge. You'll play a vital role in delivering the People Strategy and culture transformation programme, helping embed organisational values and behaviours, strengthen leadership capability, and improve employee engagement.
What You'll Be Doing:
- Acting as a trusted organisational development partner to senior leaders, managers and services across the Council
- Identifying and assessing organisational, cultural, leadership and workforce development needs
- Designing and delivering practical OD interventions aligned with Council priorities
- Supporting the delivery of the Council's People Strategy and culture transformation programme
- Helping embed organisational values and desired behaviours through leadership, management and employee development
- Supporting culture and employee engagement initiatives, including staff survey activity
- Contributing to leadership and management development, coaching, learning and development, and talent and succession planning
- Supporting organisational transformation and change projects
- Working collaboratively with HR and Organisational Learning colleagues to deliver corporate OD priorities
- Building effective relationships with stakeholders and providing evidence\-based advice and constructive challenge
- Using data, feedback and evaluation to measure the impact and effectiveness of OD initiatives
- Helping deliver sustainable cultural change, strengthen leadership capability and improve employee engagement
We're looking for someone collaborative, inclusive, customer\-focused and proactive, with strong OD expertise and the ability to work confidently with senior stakeholders.
You'll ideally have:
- Experience in organisational development, learning and development, HR, workforce development or a closely related field, or strong transferable experience
- Experience identifying and addressing organisational, cultural, leadership or workforce development needs
- Ability to design and deliver practical organisational development interventions
- Experience delivering projects that support organisational transformation or change
- Confidence working with senior leaders and managers, including providing advice and constructive challenge
- Strong communication, facilitation, presentation and stakeholder management skills
- Ability to manage projects and balance competing priorities
- Understanding of leadership, organisational culture, employee engagement and behavioural change
- Ability to use data, feedback and evaluation to assess effectiveness and demonstrate impact
- A collaborative, inclusive and customer\-focused approach
- Experience working within a local authority or public sector organisation
- Experience supporting culture transformation and People Strategy initiatives
- Experience of talent and succession planning, coaching or leadership development
- Experience using employee survey data to inform organisational development activity
- Experience working across multiple services within a complex organisation

This is a temporary secondment\-cover position, and secondment applications are encouraged.
The role is hybrid, with a minimum of 2 days per week in the office. Additional office or site attendance may be required depending on organisational and project needs.
The role is inside IR35.
