Norse Highways are a very successful division of the wider Norse Group. We work in partnership with Norfolk County Council to deliver highways maintenance services across the county. We are currently seeking an Operations Manager (Senior) to join the management team with Norse Highways.
As our Operations Manager, you will support the coordination and management of operations resources, across the Norfolk Highways Maintenance contract, to meet defined SLA \& KPI requirements, the role will manage delivery of operations service through other managers. You will also be expected to build estimates/bids for external works, working with our Commercial Analyst to do so.
Main Responsibilities include, but are not limited to:
- Support team management to meet profitability, productivity, resource utilisation, and customer satisfaction targets, while ensuring H\&S and legislative requirements are met.
- Monitor KPIs to ensure these are met, take action to identify and improve where necessary.
- Contribute to the leadership and direction of the service by effectively leading and managing people to meet the requirements of the service
- Encourage a culture of organisational development and change within the Group.
- Provide support for Operations Managers, to plan, lead and manage Highway operations within allocated areas to achieve effective optimisation of all available works.
- Ensure all measures and invoices are submitted accurately and reflect the work that has been carried out.
- Collaborate with NCC highways designers by specifying technical details \& engineering solutions to enable the formulation of scheme preparation and design in accordance with Early Contractor Involvement and Rethinking Construction principles, and an understanding of NEC contract management
- Ensure specifications, such as health \& safety, financial and operational procedures are accurate prior to final acceptance of contract documentation before construction commences.
- Responsible for building and developing highways staff to act as frontline service ambassadors for any public interface required, but in particular, public\-sector bodies.
- Support the successful delivery of the winter service and emergency plans to ensure maintenance of the highway and safe passage for the public.
- Ensure Transport Operator Licence Legislative compliance and apply health and safety policies
- Deputise for the Operations Director in their absence
- Participate in Winter \& Out of Hours Service Duty Officer roles
*Qualifications/Knowledge*
- IEng and 5 years’ experience post technical qualification. For example, HNC, Degree. or equivalent proven experience in a Senior level highways maintenance or construction.
- Demonstrable sound knowledge of Health and Safety for Construction Sites.
- In depth knowledge of environmental impact on construction projects.
- Minimum of 3 years’ experience of planning and supervising in a wide range of highway maintenance and/or construction projects/environment including experience of contracts and method of measurement.
- Dealing with stakeholders at all levels, including the public, where there may not be a positive response to proposals etc…
- Planning and supervising a wide range of projects
- Developing detailed designs, advising design teams of site\-specific good practice (safety net for NCC reputation).
- In depth knowledge of environmental impact on construction projects.
- Ability to prepare works order documentation.
- Planning and implementing project resources.
- Working to and within defined policies and preparing works order documents.
- Monitoring and reviewing project delivery.
- Delivering best practice in a construction environment
- Good communicator with ability to influence those who are not under direct management.
- Good at establishing and maintaining internal/external relationships.
- Communication skills sufficient to motivate staff in mentoring, supervisory capacity.
- Flexible and pragmatic approach to problem solving with evidence of the ability to develop practical and creative solutions.
- Ability to be objective and manage personal pressures; open and receptive to support and feedback.
