Duties and Responsibilities
The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) is an international agreement between States. It aims to ensure that international trade in specimens of wild animals and plants does not threaten their survival (www.cites.org). The CITES Secretariat is administered by UN Environment and is located at the Geneva duty station. This assignment is part of the CITES Secretariat’s work to undertake tasks related to the external review and validation of the 14 enforcement modules of the CITES Virtual College, the development of a new module, and the finalization of these materials. The Secretariat will process these into interactive online training materials. Under the overall supervision of the Chief of the Enforcement Unit of the CITES Secretariat, and in close consultation with the Chief of the Outreach and Projects Unit and the coordinator of the International Consortium on Combating Wildlife Crime (ICCWC), the consultant will: 1\.Consolidate and streamline 14 existing draft online enforcement training modules and initiate final consultations on these with target experts and Parties; 2\.Develop, review and finalize one new training module on “Detecting and identifying fraudulent permits”; 3\.Consolidate feedback from target experts and Parties and revise and update all training modules accordingly, in close consultation with the CITES Secretariat, as well as relevant ICCWC partner agencies; 4\.Submit the final draft versions to the CITES Secretariat for final review; 5\.Finalize all 15 online courses, taking into consideration the final feedback provided by the CITES Secretariat; 6\.Submit all 15 final online enforcement training modules to the CITES Secretariat so they can then be processed into interactive online training materials.
Qualifications/special skills
Education Qualifications: An Advanced university degree (Master’s degree or equivalent) or equivalent in law enforcement, policing, criminal justice, homeland security or related area is required. A first\-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Work Experience: At least ten years of relevant work experience in law enforcement, law enforcement training, with a strong background in crime prevention and control or related area. Specific experience related to wildlife crime is required. Specialized knowledge in e\-learning development and instructional design to effectively review, finalize, and convert training modules into an accessible online format is required. Experience in having worked on wildlife crime and on Multilateral Environmental Agreements (MEAs) or ICCWC partner agencies or related area is required Familiarity with CITES regulations, enforcement mechanisms, and the challenges faced by CITES Parties to ensure the relevance and applicability of the training content is required. Prior experience with the UN system or similar international organizations is desirable. Experience in preparing presentations, briefing notes and official documents with a high level of accuracy, professionalism and attention to detail is desirable. Solid computer literacy, including proficiency in Microsoft Office applications, such as Excel and Word, email and internet tools, as well as familiarity with database management and technology equipment, is desirable.
Languages
English, French and Spanish are the working languages of the CITES Secretariat. For the post advertised, fluency in spoken and written English is required.
