Life Sciences Specialist

The EIB, the European Union's bank is seeking to recruit for its Projects Directorate (PJ) \- Innovation and Competitiveness Department (INCO) \- Life Sciences and Health Division (LSH) at its headquarters in Luxembourg, a Life Sciences Specialist.

This is a full\-time position at grade 5 for which the EIB offers a permanent contract.

Purpose
===========

The Project Directorate’s (PJ) mission is to provide independent advice to the EIB’s decision makers on the sector policy to be followed and on the quality of investment projects to be financed, advising promoters on the design, preparation and implementation of their projects as well as monitoring the implementation of the ongoing investment projects. To accomplish its role, PJ is mainly staffed with sector experts (Sector Specialists, Engineers, Economists, Environmental, Climate and Social experts, Procurement experts), who work together in multi\-disciplinary project teams, and in close collaboration with the other EIB operational services.

The Life Sciences and Health Division (LSH), part of the Innovation and Competitiveness Department (INCO) of PJ covers the health sector, pharmaceuticals, diagnostics, medical device technology and the wider life sciences industries. This Division supports and actively contributes to the Bank’s strategy with respect to its lending program on Innovation and Competitiveness, in line with the relevant EU policies, strategic priorities and public policy goals of the EIB. The successful candidate will focus on Life Sciences projects, predominantly (but not exclusively) being implemented within the European Union.

The Life Sciences Specialistassesses, within multi\-disciplinary teams, the strategic consistency, technical feasibility, commercial viability and economic sustainability of innovative Life Sciences Projects proposed for EIB Investment. These activities are performed in the context of the EIB’s due diligence process, which involves, inter alia the review of the technical documentation received from the promoter, the preparation of a standardised report summarising the findings as well as other relevant documents for the internal processing of the operation.

The Life Sciences Specialistalso identifies, co\-ordinates and contributes to implementing Technical Assistance assignments to build capacity and maximise impact of Projects.

Upon approval of these projects, the Life Sciences Specialist has an active role in the monitoring and restructuring of the project until its completion. The Life Science Specialist is also required to undertake sectoral tasks within the team, contributing to studies, policies review and other transversal activities in their field of expertise.

The Life Science Specialist will be required to travel regularly to project locations within and outside of the EU (normally short trips of 2\-4 days, depending on the project location).

Operating Network
=====================

You will report to the Head of Division for the Life Sciences and Health team and work in collaboration with project teams, sector experts as well as other internal and external stakeholders.

• As a Life Sciences Specialist, you’ll be at the heart of a dynamic team supporting European policy objectives and EIB’s strategic priorities. Reporting to the Head of the Life Sciences and Health Division, you’ll collaborate closely with experienced professionals across the Innovation and Competitiveness (INCO) Department and the wider Projects Directorate. You will partner with internal INCO and LSH experts, other Bank services, external stakeholders, public authorities, and EU institutions—your role will be pivotal in aligning investments with broader European health and innovation goals.

You will work with a high degree of autonomy, maintaining external contacts with companies, organisations, public authorities and EU institutions, as appropriate and represent the EIB in front of the promoters and EU counterparts as well as at external events. To ensure the efficient and timely execution of deliverables to internal and external counterparts, the role requires strong organisational, relationship and communication skills, as well as the ability to multi\-task. Participation in horizontal tasks within the team will also be required.

Accountabilities
====================

As a Life Sciences Specialist, you will shape and evaluate high\-impact investments in the Life Sciences sector. This position offers a dynamic individual the opportunity to deliver on EU policies, drive sustainable development, and collaborate with diverse teams across the European Investment Bank (EIB).

• Strategic Evaluation Evaluate and document (in a comprehensive appraisal report) the strategic consistency, technical feasibility, commercial viability and economic sustainability of innovative Life Sciences companies and their products or services \- this is a core task of the successful applicant.


• Project Monitoring \& Support Oversee projects implementation, to verify their alignment with the agreed objectives and EIB safeguards. Work with EIB services to support the definition of any required restructuring and remedial actions. Document any findings in the corresponding reports.


• Technical Assistance Provide guidance and support to project promoters through tailored technical assistance. Provide expert advice and support to internal and external stakeholders throughout the project cycle.


• Cross\-Functional Collaboration Partner with the Bank’s Services to identify and inform new investment opportunities in the sector.


• Sustainability Leadership Apply and monitor EIB standards in Climate, Environmental, Social, and Procurement to uphold best\-in\-class governance.


• Policy \& Sector Development Prepare comprehensive and clear sector\-relevant (Life Sciences) communications (including summaries of emerging news and innovation trends, as well as policy briefings) that translate technical knowledge for a wider audience.


• Continuous Learning Maintain professional technical knowledge and keep abreast of industry best practice, legislative and macroeconomic trends in the Life Sciences sector; ensure that any relevant information is disseminated internally to interested parties and sharing key insights with colleagues across the organization.


• Strategic Contribution Participate in other sector initiatives and priority activities identified by the Bank, Directorate, Department, or Division.

Qualifications
==================

• University degree (minimum an equivalent at masters level) in a relevant life sciences, engineering subject;


• Minimum of 5 years of relevant professional experience in a private sector environment gained within a pharmaceutical or biotech company, a consulting firm, a research institute or financial institution focused on the life sciences industry;


• In depth understanding of the biotech/pharmaceutical industry, including: the general business environment, the processes and procedures required to bring a product from the bench to the bedside and financing of life sciences (innovative) companies or products;


• Excellent knowledge of the life sciences sector including the relevant EU policies, global priorities and current trends that are shaping the sector;


• Practical knowledge in financing innovation within the biotech or pharmaceutical sector, would be an advantage;


• Excellent writing skills and ability to conceptualise and draft reports, sector studies, and policy briefings for a wider audience;


• Excellent knowledge of English and good command of French (\*). Knowledge of other EU languages would be a distinct advantage).
