Job Summary

Permanent . A panel may be formed from which future similar vacancies may be filled; such a panel will remain active for a maximum period of 12 months.
Basic Function:
The successful applicant will be part of Teagasc’s ICT Security Operations team and will be responsible for maintaining, testing and helping develop Teagasc’s ICT vulnerability management program and continuity activities. They may also support and provide backup for Teagasc’s ICT Security Operations Manager in their role of promoting, enhancing and strengthening good ICT security practices, overseeing ICT security operations, dealing with exceptional items and incidents, advising on design, and auditing in relation to ICT security.
Background:
The Teagasc ICT Department provides services to 50\+ offices, 1,000\+ employees in addition to students and contractors, throughout the country. There are currently in excess of 3000 PCs deployed. The ICT Department has 29 staff members organised into 7 units – Applications, Applications Development, Infrastructure, Service Delivery, Research \& Innovation, Cyber protection and Security Operations.
The ICT infrastructure is largely standardised using Microsoft products, Dell PCs and servicers, VMWare and Juniper/Cisco/Dell communications equipment. In addition to this there are a small number of specialised servers running Linux/Unix. Teagasc engages external vendors to supply many of its ICT services.
Note:
In addition to the basic salary, outlined above, an annual allowance of €2,324, is applicable to this post.
This position requires occasional attendance outside normal working hours and some travel between Teagasc offices.
Job Objectives
Main Duties and Responsibilities:
- Participate in all areas of operation of the Security Operations team which includes but not limited to enhancement of staff ICT Security awareness, oversight of ICT Security operations, incident response, change management, threat monitoring, security design, auditing, security tool management etc.
- Operate a Vulnerability Management Programme in line with an already approved business case.
- Develop and deliver ICT security awareness programs for all ICT users.
- Support day\-to\-day security operations and administration of the Microsoft 365/Azure environment.
- Support the handling and escalation of ICT security incidents and threat mitigation.
- Support the classification and prioritisation of ICT risks based on business needs.
- Assist in maintaining the ICT Continuity Test Plan including participation in the testing of ICT Continuity capabilities
- Assist in enhancing Teagasc’s ICT Continuity and Recovery processes
- Provide support and back\-up to the ICT Security Operation Manager in their role.
- Ensure continuous self\-education and development in matters relating to the position
- Work in close cooperation with other members of the ICT team to deliver quality services to our clients
- To assist Teagasc in meeting the commitments of the Quality Customer Service Charter and Action Plan.
- To actively participate in the annual business planning, risk management and Performance Management Development System (PMDS) processes.
- Fully co\-operate with the provisions made for ensuring the health, safety and welfare of themselves, fellow staff and non\-Teagasc staff and co\-operate with management in enabling Teagasc to comply with legal obligations. This includes full compliance with the responsibilities outlined in the Safety Statement.

Qualifications
- A Level 5 qualification or passed an examination at the appropriate level within the National Framework of Qualifications or equivalent, which can be assessed as being comparable to Leaving Certificate standard or equivalent
- Over 1 years’ ICT Operations experience in a medium to large size organisation
- Full driving licence
- A Level 6, 7 or 8 qualification, as recognised on the National Framework of Qualifications in Computer Science, Information Technology, ICT Security or other relevant discipline.
- Knowledge of and experience in CIS Controls, NIS2, NCSC baseline standards ISO22300 and/or 27000 Standards
- Security Certification, Microsoft Certification, Cisco or other relevant qualifications
- English language proficiency – a full comprehension of the English language is essential to be successful in this position
- Project and/or vendor management experience
- Knowledge of vulnerability management software
- Familiarity with the main ICT Technologies in use in Teagasc
- Desire to develop a career in the areas of Security
- Excellent oral and written communication skills
- Excellent organisational and time management skills with strong attention to detail.
- Experience with Microsoft 365/Azure/Defender, SCCM, AD/ADFS, Sophos, Fortinet, Tenable Nessus
