Aquatic Control Engineering (ACE) are recruiting for an HSEQ Lead to support the business to ensure a safe, legally compliant, proactively managed working environment both at ACE HQ and on project delivery site works, whilst continuously striving for continuous improvement, improving process and quality management, reducing accidents, building an excellent safety culture and supporting operational efficiency with sustainable solutions and environmental diligence.

The Role overview

As HSEQ Lead, you will own the day\-to\-day running, development and continuous improvement of ACE's Health, Safety, Environmental and Quality management systems — across design, manufacturing, project delivery and site installation, including work carried out under CDM in end\-user environments such as utilities.

You will have real authority over HSEQ delivery: you set the practical plans, procedures and priorities that turn Board\-level HSEQ strategy into action, and you are the first point of contact for HSEQ advice across the business. You're supported day\-to\-day by an HSEQ Coordinator, and you report into the Head of People \& HSEQ Compliance, escalating significant risk decisions as needed — but the system, the standards and the culture are yours to run.

We're looking for someone confident and credible enough to challenge constructively at every level of the business, who understands that good HSEQ makes operations faster and safer, not slower.

Main responsibilities:

· The main focus of this role will be to maintain, develop and run the company’s Health, Safety, Environmental and Quality (HSEQ) management systems day to day, ensuring compliance with statutory regulations, industry standards and client\-specific requirements, while promoting a strong safety and quality culture across the business.

· Translating Board\-level aims into practical plans, policies and procedures across ACE HQ, the production assembly hall and our project site locations

· The role supports all areas of the business’ management system and its scope of services; design, production and assembly, project management and site installation activities, with particular focus on working in end\-user environments such as utilities under CDM duties.

Key areas identified within the responsibilities but not limited to:

HSEQ Management \& Delivery

• Manage the HSEQ function day to day, supported by the HSEQ Coordinator in the delivery and implementation of HSEQ requirements.


• Translate the aims, plans and standards set by the Board of Directors into practical plans, procedures and actions, and drive their implementation and development across the business.


• Deliver consistency of output and requirement across all HSEQ activity, at ACE HQ, in the workshop and on site.


• Act as the first point of contact for HSEQ advice across the business, escalating significant risks and decisions to the Head of People and HSEQ Compliance and Health and Safety Manager (Operations Director.)


• Contribute to a positive, engaged team culture within HSEQ and across the wider business.

HSEQ Systems \& Governance

• Draft, maintain and roll out HSEQ policies, procedures and supporting documentation that give effect to the standards set by the Board of Directors.


• Support a consistent and integrated approach across design, manufacturing and project delivery including site installation activities.


• Compile and present regular HSEQ performance reporting to senior management, including trends, risks and improvement actions based on company HSEQ KPIs.

Integrated Management System (IMS)

• Manage, maintain and develop the Integrated Management System (IMS) covering ISO 9001, ISO 14001 and ISO 45001, in line with the direction of the Head of People and HSEQ Compliance.


• Keep the system practical, current and embedded across all departments.


• Manage document control and coordinate compliance processes and continual improvement activity with heads of department.

Compliance, Assurance \& Audits

• Monitor compliance with legal, regulatory and client\-specific requirements, particularly within utilities and regulated environments, and maintain the legal register.


• Plan and carry out the internal audit programme across all departments and sites.


• Coordinate and host external audits as the main point of contact, including:

o ISO certification audits

o Achilles assessments

o Client and regulatory audits such as HSEQ site inspections

• Record, track and chase close\-out of audit findings and non\-conformances, escalating overdue actions.

Operational HSEQ Support

• Provide practical, hands\-on HSEQ support across:

o Design engineering activities

o Workshop / manufacturing operations

o Business services and ACE HQ requirements

o Project delivery

o Site installation and commissioning

• Carry out planned workshop and site safety inspections and site visits, producing reports and corrective actions.


• Review, challenge and approve, including but not limited to:

o Risk assessments and method statements (RAMS)

o Permit\-to\-work systems

o Safe systems of work

• Maintain statutory inspection and examination records (e.g. LOLER, PUWER, PAT) and COSHH assessments.

Incident Management \& Risk Control

• Investigate incidents, accidents, near misses and DTBAs, establishing root cause and agreeing preventive actions; escalate serious or RIDDOR\-reportable events to the Head of People and HSEQ Compliance and the Health and Safety Manager; Operations Director.


• Maintain incident and near\-miss records, monitor the company risk profile and flag emerging trends.


• Circulate lessons learned and check they are applied consistently across all projects and sites.

Environmental \& Sustainability

• Support delivery of the company’s environmental and sustainability objectives through the ISO 14001 environmental management system, including monitoring and reviews.


• Maintain the environmental aspects and impacts register and ensure environmental risks are managed across ACE HQ, including business operations such as design risk and project site delivery.


• Identify and progress improvements in environmental performance and compliance with ISO 14001\.

Quality Assurance

• Maintain quality procedures within the integrated management system.


• Support the business in consistently meeting customer requirements and specifications, including inspection and test records.


• Administer non\-conformance, corrective action and customer complaint processes, and progress improvements in quality performance and customer satisfaction.


• Work with Heads of Departments to ensure quality assurance is managed and report to the Technical Director monthly with QA reports using the CRM system

Training, Competence \& Culture

• Maintain the HSEQ training matrix and competency records with the Head of People, identifying gaps and arranging training with both the HR and HSEQ Coordinator’s.


• Check that employees and subcontractors are competent for their roles, particularly in high\-risk environments, and maintain subcontractor approval records.


• Deliver toolbox talks, briefings and inductions, and coordinate the HSEQ Forum to promote a proactive safety and quality culture.

Continuous Improvement \& Performance

• Collate, monitor and report HSEQ KPIs against targets agreed with Head of People and HSEQ Compliance, Health and Safety Manager and Technical Director.


• Use data, audits and feedback to propose and progress continuous improvement initiatives.


• Support a culture of accountability, learning and operational excellence.

Essential Requirements, key skills and qualifications:

• NEBOSH Diploma


• ISO 9001 Internal Auditor qualification


• Working knowledge of ISO 45001, ISO 9001 and ISO 14001 management practices


• Good working knowledge of UK HSEQ legislation and best practice


• 5 \+ years’ experience in an HSEQ role within an operational environment (construction, manufacturing, facilities etc) such as EN 1090, UKCA / CE marking


• Ability to write clear policies, procedures and produce qualitative reports


• Experience in conducting risk assessments and incident investigations


• Direct line management experience


• Excellent accuracy, numerical and analytical skills


• Confidence when handling confidential and sensitive information


• Ability to coordinate and cross reference


• Ability to juggle multiple tasks at once


• Strong time management skills, working efficiently


• Must be comfortable working independently and within a wider team, with the ability to interact with all functions of the organisation


• Ability to maintain digital files, being proficient in Microsoft Word and Excel


• Full UK driving licence and willingness to travel to UK sites
