The key purpose of the Human Resources (HR) team at the Competition and Market’s Authority (CMA) is to build the capacity, capability, and commitment of the CMA’s people in order to be a high performing organisation and to achieve the CMA’s strategic objectives. Reporting to the Assistant Director, HR Delivery, the HR Operations Manager will lead a busy HR Operations team with responsibility for delivering across the HR Lifecycle and Onboarding areas.

Job description

Management and Leadership

  • Provision of a timely and effective service offering first line advice and guidance to colleagues and managers in response to enquiries on a range of employment and policy topics.

  • Overseeing the processing of key onboarding, employee lifecycle and contractual changes (joiners/movers/leavers, secondments, changes in terms and conditions, promotions etc), and management of any escalations.

  • Ensuring that there is a robust framework of operating practices and documented processes.

  • Leading the HR Operations team, encouraging a culture of continuous improvement, including coaching and development of skills, managing overall performance, and ensuring timely and quality assured delivery of first\-line HR services and advice to the organisation.

  • Working closely with colleagues across both the wider HR Delivery Team and PCC colleagues to ensure and provide a seamless ‘one HR’ service to the organisation.

  • Considering alternative ways of working that improve productivity and quality, utilising available technology.

  • Leading or participating in cross\-organisational and HR Operations development and improvement projects to increase productivity.

  • Overseeing the delivery of all HR Operations casework specifically in relation to the management of contractual changes and transactions which occur during employment, ensuring a quality service to all users.
HR Operations
  • Leading the delivery of the employee lifecycle and onboarding tasks (all transactional HR activity) ensuring all CMA people policies are implemented quickly and accurately and all key HR Operations processes are clearly documented and understood. This will include regular review of policies to ensure legal compliance and leading on new policy implementation.

  • Ensuring the quality of the HR Delivery service offering, including adherence to agreed SLA’s and the effective management of escalations.

  • Managing HR ticketing system BAU activity, ensuring that enquiries are responded to appropriately and fully, conducting analysis of enquiries received through HR to identify trends and make recommendations for improvement.

  • Partnering with payroll colleagues to ensure seamless and accurate payroll processing.

  • Management of all pre\-employment screening and new hire onboarding.

  • Partnering with the recruitment team in maintaining Security Clearance for individuals within the organisation in line with policy.

  • Management of the pre\-employment screening and new hire onboarding processes ensuring all tools and processes are communicated and documented.

  • Leading on the production of HR submissions for the CMA’s Annual Report and Accounts, working with colleagues across People, Capability and Culture to collate input.

  • Leading on the NAO mid\-year and end of year audit activity, and the annual PAYE Settlement Agreement.

  • Leading on the collating and updating the content of the PCC segment of the CMA Business Continuity Plan.

Person specification

  • Experience of working in and performing in a lead role, managing a multi disciplined high\-volume HR team, demonstrating the ability to multitask with excellent attention to detail and experience of continuous improvement activity (Lead Criteria).

  • Experience of effectively managing the work and projects of team members including monitoring of SLA’s and effectively supporting their learning and development (Lead Criteria).

  • Experience in supporting the deployment of system enhancements including the development of new systems and ways of working.

  • Experience of leading on projects.

  • Excellent communication skills (written and oral) with the ability to tailor delivery to a variety of audiences i.e. stakeholders and HR colleagues, together with an ability to collaborate to drive improvements, yet build and maintain strong relationships.

  • Good document management and proficiency in using IT software, particularly MS Excel, MS Outlook, MS Word, and MS PowerPoint. Experience of using Agresso and MS SharePoint is desirable.
