This post will manage the organisation’s HRA & General asset portfolio and Property team to ensure assets are maintained and utilised in accordance with all legislative requirements, provide strategic oversight and operational management to maximise value, reduce risk and support long term organisational objectives and financial strategies.
The role will be responsible for understanding the condition of stock, demand and future maintenance needs to inform budget setting and strategic decisions regarding the HRA and general portfolio, including acquisitions, disposals, investment, remodelling and changes of use..
- Strategic and Operational leadership of the front line property and repairs service, ensuring ROSH regulatory standards and all other legislative requirements are met.
- Lead, motivate, and develop the service to ensure the delivery of a high-performing, customer-focused repairs and maintenance function, by setting clear goals, performance expectations, supervise and support managers and staff.
- Develop, implement and maintain effective Asset Management strategies, policies and long term plans, for the HRA housing stock and general fund assets, ensuring these align with corporate objectives and long term financial plans (e.g 30 year HRA business plan).
- Ensure financial probity and value maximisation by managing void times and identify opportunities for the regenerationor disposal of underperforming assets to generate capital receipts or revenue streams
- To ensure that robust and accurate data is held for all assets to ensure that effective decisions can be made.

- To lead on the management and development of the Asset Management property database/sand information links to other systems ensuring both HRA and general assets are meeting service and customer needs and stock condition survey data is maintained, life-cycle analysis and risk evaluations are current whilst being economically sustainable.
- Co-ordinate maintenance and investment programmes including asset improvement projects (e.g upgrades to decent homes standards).
- Keep up to date with changes in the industry and stock to be able to effectively horizon scan to identify emergent issues and ensure a suitable response.
- To develop and implement strategies, policies and guidance in relation to legislative requirements.
- Procurement of relevant service contracts and frameworks to ensure suitable contractor and consultant resources are in place to meet the operational needs of the service.
- To review building condition information, stock data and repair demand to inform HRA and General Fund budget setting of both revenue and capital budgets.
- To oversee HRA and general property capital projects.
