GIS Expert and Architect

Mission Overview:

Keystone Solutions is seeking a GIS Expert \& Architect for a consultancy mission at a client site. The consultant will play a crucial role in implementing complex GIS projects and serve as a technical reference on ArcGIS Enterprise/Utility Network. This position emphasizes on\-site work, allowing you to engage directly with diverse client environments and challenges.

Key Responsibilities:

• Provide expertise and leadership in the design, deployment, and optimization of complex GIS solutions, ensuring alignment with business needs and strategic directions.


• Act as a technical reference, particularly on ArcGIS Enterprise and ArcGIS Utility Network.


• Lead GIS projects.


• Propose optimization strategies for processes and tools.


• Develop/configure ArcGIS apps (Experience Builder, JavaScript API, Field Maps, Survey123\) and publish services/layers in ArcGIS Enterprise.


• Design/optimize FME Desktop/Flow workflows (scheduling, monitoring, recovery).


• Contribute to change management, user guides, and documentation for deployment and operation.

• Higher education in geomatics, geography, computer science, or equivalent (minimum Bac\+4/5\).


• Minimum 10 years of experience in implementing complex GIS projects and architectures within the Esri ecosystem.


• Proven experience in managing complex GIS projects.


• Expertise in designing application architecture for a sectoral GIS platform.


• Ability to manage a portfolio of projects.


• Demonstrated experience in GIS projects related to water and/or sanitation (knowledge of business processes and practices of public operators is an asset).


• Advanced mastery of ArcGIS Enterprise: installation, configuration, and administration (Portal for ArcGIS, ArcGIS Server, Data Store), service publication, optimization via tiling, role management, security, high availability.


• ArcGIS Enterprise Administration certification is a plus.


• Mastery of enterprise geodatabase: configuration, design, distribution, loading, maintenance, versioning, archiving, and optimization.


• ArcGIS Enterprise Geodata Management certification is a plus.


• Proficiency in SQL/PostgreSQL/PostGIS: solid understanding of spatial databases, operational mastery of SQL, joins/aggregations, basic spatial functions (ST\_Intersects, ST\_Buffer…), spatial indexes.


• Proven experience in implementing ArcGIS Utility Network: complete implementation, solid knowledge of concepts (associations, rules, tracing, topology), ability to analyze functional impacts, modeling complex networks, configuring topological rules, and integration with third\-party systems (e.g., SAP) and business applications.


• Proven experience in configuring ArcGIS Experience Builder, Survey123, Field Maps, and ArcGIS Dashboards.


• Proficiency in Python (ArcPy) for automating geospatial processes and/or deployments.


• Mastery of FME Desktop/Flow: creating standard workflows, complex automations, FME Flow, logs \& debugging.


• FME Professional certification is a plus.


• Knowledge of DevOps (Git, CI/CD, deployment on ArcGIS Enterprise).


• Fluency in French.


• Technical English knowledge required.

• Expérience :


• Formation supérieure en géomatique, géographie, informatique ou équivalent (Bac\+4/5 minimum) ;


• Minimum 10 ans d'expérience dans la mise en œuvre de projets et d’architectures SIG complexes sur l'écosystème Esri ;


• Compétences :


• Expérience avérée en gestion de projets SIG complexes.


• Maitrise dans la conception d’architecture applicative d’une plateforme SIG sectorielle


• Capacité de gérer un portfolio de projets


• Des expériences démontrées dans des projets SIG liés au domaine de l’eau et/ou de l’assainissement (connaissance des processus métiers et des pratiques des opérateurs publics) constituent un atout.


• Maîtrise avancée d’ArcGIS Enterprise : installation, configuration et administration (Portal for ArcGIS, ArcGIS Server, Data Store), publication de services, optimisation via tiling, gestion des rôles, sécurité, haute disponibilité.


• La certification ArcGIS Enterprise Administration est un atout


• Maîtrise en geodatabase d’entreprise : configuration, conception, distribution, chargement, maintenance, versionnage, archivage et optimisation des géodatabases d'entreprise.


• La certification ArcGIS Enterprise Geodata Management est un atout


• Maîtrise SQL / PostgreSQL / PostGIS : solide maîtrise des BD spatiales, maîtrise opérationnelle de SQL, jointures/agrégations, fonctions spatiales de base (ST\_Intersects, ST\_Buffer…), indexes spatiaux


• Expérience avérée dans la mise en œuvre d’ArcGIS Utility Network : implémentaiton complète, connaissance solide des concepts (associations, règles, traçage, topologie), capacité à analyser les impacts fonctionnels, modélisation de réseaux complexes, configuration des règles topologiques ainsi qu’intégration avec des systèmes tiers (ex. SAP) et des applications métiers.


• Expérience avérée en configuration d’ArcGIS Experience Builder, Survey123, Field Maps et ArcGIS Dashboards ;


• Maîtrise Python (ArcPy) pour l'automatisation de traitements géospatiaux et/ou des déploiements ;


• Maîtrise FME Desktop/Flow : création de workflows standards, automatisations complexes, FME Flow, logs \& debugging.


• Une certification FME Professonnal est un atout


• Notions de DevOps (Git, CI/CD, déploiement sur ArcGIS Enterprise) ;


• Maîtrise du français ;


• Connaissance de l'anglais technique requise ;
