Duties

The Financial Analyst (FA) serves as a member of the Financial Analysis Unit (FAU) in the Financial Management Center (FMC) for Mission Germany. The FA is responsible for the full range of financial services which include financial planning /forecasting (at least 3 years in advance), budget formulation and execution, analysis, reporting, allotment accounting and all other budgets managed by the FMC for Mission Germany. The volume, quality and timeliness of the FA’s work must conform to Appropriation Law, Generally Accepted Accounting Principles (GAAP), Foreign Affairs Manual (FAM), Department of State Standardized Regulations (DSSR), meet ICASS service standards, as well as host government laws and regulations.
FAU serves as a financial advisor to the Embassy and the five Consulates , nine agencies, and 15 appropriations. The FAU manages budgets exceeding $20 million plus $10 million in prior year unliquidated obligations. The Financial Specialist (FS) or Supervisory Financial Analyst (SFA) will distribute FAU duties among the FAs. Funding for all serviced Agencies may include: ICASS, U.S. Trade Representative, Animal and Plant Health Inspection Service (APHIS), Foreign Agriculture Service (FAS) , International Trade Administration (ITA/Commerce) , General Legal Activities (Civil/Criminal) (GLA), US Marshall Service, Office of Naval Research Global (ONRG), Department of State, Office of Technical Assistance, DHS \- Citizenship \& Immigration Services (CIS), United States Coast Guard (USCG), HHS\-Food \& Drug Administration (FDA), HHS\-Center for Disease Control (CDC), United States Agency for Global Media (USAGM), Millennium Challenge Corporation (MCC), and Department of Defense serviced agencies are managed by the FA.

Incumbent should have a minimum of three years progressively responsible experience in accounting, budgeting, financial management, accounts payable, allowances, cashiering or related fields (subject to local labor market conditions).
Education Requirements:
University degree in the fields of accounting, business administration, economics, finance, or management required.
