Job Description

THE ROLES

The Courts Service are recruting for the following Finance Officer roles:

Role 1 \- Financial Analysis \& Reporting (new role)

Role 2 \- Procurement, Contract \& Vendor Management (new role)

Each Finance Officer will lead an operational area and play a key role in the management and analysis of our income and expenditure. They will assist in the production of the Courts Service Annual Accounts, contributing to effective management of Courts Service.

Key Responsibilities

Financial Analysis \& Reporting Role

Managing the monthly General Ledger both cash and accrual accounting activities

Managing Fixed Assets and Balance Sheet activity including suspense account reconciliations, reconciliation of the balances with other Government Departments /Bodies,

Managing financial policies, controls, system configuration and system access,

Compiling financial management analysis and variance reports,

Developing reporting on both a cash and an accrual accounting basis from the new system and addressing any challenges with reporting on legacy data,

Developing reports to support contract management and vendor management.

Procurement, Contract \& Vendor Management Role

Ensuring compliance with EU and national procurement regulations

Ensuring value for money outcomes are achieved for the service

Compiling and maintaining procurement policy and guidelines, maintaining contract register, and providing guidance on contract management

Compiling regular reports to the SMT and Finance Committee

Managing the requisitioning and purchasing function for the Courts service, this team will be responsible for \-

  • the set up contracts on the register and the accounting system, following tendering,

  • the set\-up of new suppliers and updating suppliers,

  • ensuring the goods and services are correctly requisitioned, approved, and receipted,

  • managing the Goods and Services returns and corrections processes,

  • releasing invoice holds and responding to queries
Working with Regions and Directorates to resolve queries.

The assigned responsibilities will be subject to periodic review with the post holder, especially during the implementation period for the new system.

PERSON SPECIFICATION

Eligibility

The candidates require a minimum of five years’ experience in a finance role to be considered for both roles.

They also require practical working knowledge of financial software solutions.

Qualifications

An accounting qualification like ACCA, ACA, or CIMA, (or currently studying for an accounting qualification with relevant professional experience) is preferred; or

A third level qualification to a minimum of FETAC Level 7 in a subject related to accounting.

Required Skills

An advanced proficiency in Microsoft Excel

Good financial analytical skills and a strong focus on organisational outcomes

Good written and verbal communication skills to convince and persuade others to a course of action

Critical thinking skills to understand issues, risks, business needs and manager expectations

Accountable for actions and drive to get things done

A professional, cooperative, and confident approach to dealing with internal and external stakeholders

A solution\-orientation focus, with an ability to progress tasks on their own initiative and see them through to a satisfactory conclusion.

The following skills and experience are desirable.

Experience of working in a finance unit within the public sector

Experience of project management and leading a team through change.

Selection Methods

The Courts Service will select a group for interview who, based on an examination of the CV \& cover letter, appear to be the most suitable for the position. Those that demonstrate capability at the required level will be called to interview.

The selection process will involve:

a competitive first interview; and

a second interview for a further assessment of suitability
