Responsibilities

Estimator – Tier 1 Style Role ProfilePurpose of Role

The Estimator is responsible for leading and coordinating the preparation of accurate, commercially robust, and competitive tender submissions in line with company objectives, governance procedures, and client expectations. The role requires strong commercial awareness, risk management capability, programme understanding, supply chain engagement, and collaboration with operational and pre\-construction teams to ensure successful project delivery from tender stage through to handover.

1\. Purpose of Role

· Lead the preparation and submission of high\-quality competitive tenders.

· Support the company’s growth strategy through commercially sound estimating practices.

· Ensure all tenders are aligned with programme, procurement, buildability, and risk considerations.

· Provide accurate cost planning and commercial input during pre\-construction activities.

· Support continuous improvement of estimating systems, processes, and commercial governance.

2\. Key Responsibilities \& Accountabilities

· Manage tender enquiries from receipt through to submission and handover.

· Review tender documentation to identify scope gaps, risks, assumptions, and opportunities.

· Prepare detailed and accurate cost estimates for labour, materials, plant, subcontractors, preliminaries, and overheads.

· Coordinate subcontractor and supplier pricing exercises to ensure competitive market coverage.

· Ensure all tenders undergo internal review and governance processes prior to submission.

· Maintain clear audit trails, records, assumptions, and tender documentation.

· Contribute toward bid strategy, value engineering, and commercial decision\-making.

3\. Commercial \& Financial Responsibilities

· Prepare commercially robust estimates aligned with company margin expectations and risk profile.

· Carry out detailed cost analysis and benchmarking exercises.

· Review and challenge subcontractor quotations to ensure compliance with tender requirements.

· Monitor market trends, inflation, procurement risks, and pricing movements.

· Support the development and maintenance of estimating databases and historical cost records.

· Participate in tender settlement and commercial adjudication meetings.

· Assist with post\-tender analysis and review of project outturn costs against tender allowances.

· Work collaboratively with Quantity Surveyors, Site Managers, and Purchasing Managers to review live project cost performance and procurement outcomes.

· Incorporate live project feedback, procurement trends, and final account data into future estimating benchmarks and pricing strategies.

· Review project cost variances against tender allowances and identify recurring commercial risks and estimating trends.

4\. Risk Management \& Governance

· Prepare and maintain tender risk and opportunity registers.

· Identify commercial, contractual, programme, design, and procurement risks.

· Escalate significant commercial risks or abnormal tender conditions to senior management.

· Ensure assumptions, qualifications, exclusions, and clarifications are clearly documented.

· Ensure all tender submissions comply with internal governance and approval procedures.

· Support peer reviews and quality assurance checks prior to submission.

5\. Programme, Buildability \& Pre\-Construction Coordination

· Review project programmes and construction methodologies during tender stage.

· Collaborate with operational teams to assess logistics, sequencing, temporary works, and buildability risks.

· Identify long\-lead procurement items and programme constraints.

· Support development of preliminaries aligned with project duration and delivery strategy.

· Attend site visits, surveys, client meetings, and pre\-construction workshops where required.

· Collaborate with operational teams to capture buildability lessons learned, sequencing challenges, logistics constraints, and programme impacts from live projects.

· Support continuous improvement of construction methodologies and preliminaries through operational feedback and post\-project review processes.

6\. Supply Chain \& Stakeholder Management

· Develop and maintain strong relationships with subcontractors, suppliers, consultants, and clients.

· Ensure appropriate subcontractor market engagement and tender coverage.

· Provide professional feedback and communication to supply chain partners.

· Support development and maintenance of approved supplier and subcontractor databases.

· Collaborate closely with operational, commercial, and design teams throughout tender stages.

7\. Systems, Reporting \& Continuous Improvement

· Utilise company estimating, procurement, and reporting systems effectively, including Conquest estimating software.

· Maintain accurate tender trackers, records, and reporting dashboards.

· Support continuous improvement initiatives within the estimating and pre\-construction function.

· Capture lessons learned from completed tenders and live projects.

· Assist with development of standardised templates, processes, and estimating controls.

· Maintain a continuous improvement approach to estimating by integrating lessons learned from completed projects, procurement exercises, subcontractor performance, and commercial outcomes.

· Participate in periodic commercial review meetings with Quantity Surveying, Operations, and Procurement teams to ensure estimating data and pricing assumptions remain current and robust.

· Support development of standard cost benchmarks, procurement databases, and historical cost intelligence across the business.

11\. Experience \& Competency Requirements

· Relevant construction estimating experience within a main contractor environment.

· Strong commercial awareness and understanding of construction methodologies.

· Ability to interpret drawings, specifications, programmes, and tender documentation.

· Experience of subcontract procurement and supply chain engagement.

· Competent in Microsoft Excel and estimating software platforms; Conquest experience preferred.

· Strong organisational, communication, and analytical skills.

· Ability to work under pressure and manage multiple tender deadlines.

Pay: From £45,000\.00 per year
