The Division of Prevention and Health Promotion supports countries in ensuring that people thrive in healthy environments, while avoiding premature disease and death through integrated prevention across the spectrum of health and disease, health promotion, innovation, behavioural and cultural insights, trust building and climate action.

DESCRIPTION OF DUTIES

Summary of Assigned Duties:

  • Ensures effective direction, management, high quality programme delivery and accountability of the division in delivering its objectives through managing and inspiring a diverse workforce and peer communities to optimize the division’s human and financial resources, deliverables and mandate.

  • Leads the division in developing a strong evidence base of quality health intelligence and leads the division in developing evidence\-based policies and strategies for dissemination and implementation in Regional and Country Office programmes.

  • Provides highest level technical advice and expertise to country offices and development partners on key health systems issues and provides options to address these challenges as well as mobilizes resources to support their implementation to position the division and Organization as a leader in this area of work.

  • Leads the development of effective mechanisms to enable and support countries to design, establish and implement policies and strategies that ensure equitable and universal access to comprehensive prevention and public health that responds to the population’s needs.

  • Manages, monitors and evaluates as well as oversees the reporting of the division’s work against key performance indicators. Ensures that regional reporting requirements are met and mechanisms in place to optimize performance of the divisional deliverables.

  • Serves as the scientific/technical reference among UN Agencies and other key stakeholders in the respective area.

  • Harmonizes the work of the division’s technical units at country and regional levels as well as with national authorities on follow\-up actions on major global conferences and conventions related to the division’s programme areas.

  • Builds new or strengthens existing partnerships with External Partners, Member States, UN Agencies, donors, research institutions and other stakeholders to position the technical area of work and implementation into national and/or regional policies. Coordinates with partner organizations, including non\-UN multilateral organizations and bilaterial development agencies (including development banks) to review, plan, manage and evaluate sector\-wide approaches. Contributes to effective and efficient three\-level coordination in the areas of responsibility, ensuring that countries benefit from the best possible support and advice from WHO Headquarters, Regional Office and Country Office resources, including the UN system at country level.

  • Drives and guides division\-wide resource mobilization activities within the Region, working closely with WHO Country Offices and the EURO resource mobilization team.

  • Provides highest level technical advice and expertise to EURO Management on the overall implementation and coordination of EURO/WHO mandate. This includes serving as a member of EURO’s Executive Council and actively supporting the Regional Director, the Director, Programme Management and other EURO technical directors. This also includes serving as part of the technical secretariat for WHO governing body meetings (WHA, EB, RC and the Standing Committee of the Regional Committee (SCRC) and other senior management and advisory meetings.

  • Represents the division in global fora to position its area of work in the global health community. Promotes WHO leadership in the division’s programmes, including through relevant research and use of WHO norms and standards and social science integration for public health, advising Member States in the region on innovative actions on priority issues.

  • Performs any other relevant duties deriving from the above\-mentioned responsibilities.
REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree in public health, health sciences, , social sciences, or similar field relevant to health promotion and prevention.

Desirable: A PhD in one of the above\-mentioned fields.

Experience

Essential: A minimum of 15 years of international and national relevant, progressively responsible professional experience in the management of health programme delivery and public health including developing and establishing policies and strategies. At least 5 years of experience of providing senior level advice and guidance to senior management/decision makers, including in middle and high\-income countries. At least 5 years of management experience in recognized senior leadership positions with direct responsibility for managing both human resources and finance operations.

Desirable: Experience in working with senior level policy makers and international civil society organizations in a health\-related field. Field experience in country health related or public health programmes in developing countries.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 117,953 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 7569 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
