Department Overview
-----------------------

The core mission of the security team is to establish and maintain a strong operational cybersecurity preparedness capability for Nødnett. The security team’s main task is to protect Nødnett by uncovering and handling threats and vulnerabilities as early as possible.

We do this through specialized expertise, clear procedures, disciplined documentation, and repeatable working methods in a tailored environment, as well as through regular training and exercises and close collaboration with selected operational environments both within and outside Nødnett, including our external SOC provider.

The security team is an integrated part of the operational environment that runs Nødnett.

Nødnett is Norway’s nationwide digital communication network for the country’s emergency and preparedness services, owned by the Norwegian Directorate for Civil Protection (DSB). The primary users are the police, fire service, and health service, but the network is also used by more than one thousand other preparedness organizations, and has a total of around 150,000 users.

Motorola Solutions Norway AS is DSB’s contractor for the deployment, operation, and service of Nødnett. Motorola is responsible for the day\-to\-day operation and maintenance of the national Nødnett radio network, including base stations, transmission links, core network, and support systems. Motorola Solutions also provides lifecycle management and technology upgrades under the agreement, and monitors Nødnett around the clock from our operations center (NOC) in Oslo.

The workplace is Motorola Solutions Norway AS’s office premises at Kabelgata 34 in Økern, Oslo. Physical attendance is required during on\-call duty and mobilization in the event of serious incidents. Working from home can be arranged when work tasks allow it.
Job Description
-------------------

This is a role for someone who is comfortable taking ownership of technical solutions over time. You must be able to work independently, prioritize tasks, and make sound technical assessments in an environment where operational reliability and control carry significant weight, while there must also be a short path to new or improved solutions and services.

The role can best be described as a full\-stack on\-prem SecDevOps role. The primary practical responsibilities that come with the role are:

  • Plan, procure, install, and manage the platform’s physical infrastructure, including racks, cabling, servers, switches, firewalls, and access points.

  • Configure, harden, and operate Linux\-based servers.

  • Configure, harden, and operate virtualization and container layers.

  • Configure and maintain network segmentation in the virtualization and container layers.

  • Configure and maintain core infrastructure services such as NTP, DNS, DHCP, and LDAP.

  • Develop and operate the platform’s management plane.

  • Ensure that backup and recovery capabilities are functioning at all times.

  • Design, establish, and operate analysis\-adjacent services and data platforms.

  • Identify, develop, and maintain robust automation for repetitive tasks.

  • Ensure an appropriate level of telemetry and forensic readiness.

  • Monitor and manage the platform with regard to capacity, reliability, and security.

  • Own and follow up vulnerability management for the platform.

  • Turn experience from operations and incidents into measurable and documented improvements.
You will work in a small but independent team with end\-to\-end responsibility for the entire lifecycle of the network infrastructure, the core platform, and the service layer of our security enclave. You will be part of our CSIRT and contribute to the day\-to\-day security monitoring and incident handling in Nødnett. From 2027, you will also be part of the security team’s on\-call rotation.

To be able to build cost\-effective and tailored solutions for our needs that work locally and with limited internet access, we primarily use open\-source software.

Basic Requirements
----------------------

It is a major advantage if you bring much of the following experience into the role from day one:

Experience operating network equipment such as switches, firewalls, and proxies.

  • Strong Linux expertise and solid skills in shell scripting and development for operations.

  • Solid experience with Linux operations in a production environment with a high degree of virtualization.

  • Experience with virtualization based on KVM or similar technology.

  • Experience setting up and operating Docker\-based environments, including advanced container networking and isolation patterns for micro\-segmentation of environments and services.

  • Good habits related to automation and documentation.

  • Disciplined use of version control for code and configuration.

  • Practical experience with case handling with sufficient case documentation along the way.

  • Good habits related to testing and technical documentation of systems and services.
In addition, it is an advantage if you also bring:
  • Experience with Infrastructure as Code in local environments.

  • Experience setting up and managing data platforms with telemetry and data pipelines.

  • Experience setting up and operating locally running security solutions.

  • Knowledge of layered security and modern security controls and architecture.

  • Experience with backup and recovery solutions on Linux.

  • Experience from a CSIRT and with contributing to security monitoring and incident handling.

  • Experience with testing and exercises.
It is a bonus if you have experimental experience with:
-----------------------------------------------------------
  • AI\-assisted development tools and context handling with RAG\-type workflows.

  • Experimentation with and training of LoRA\-type adapters for large language models.
Qualities and attitudes
---------------------------

To succeed in the role, we believe you will recognize yourself in much of the following:
--------------------------------------------------------------------------------------------

  • You collaborate well with others and are open and inclusive in how work is carried out.

  • You are able to stay calm, orient yourself, and prioritize well even in demanding situations.

  • You work in a structured and thorough manner, and create systems and documentation that still work when you and others are under pressure in stressful situations.

  • You are able to remain effective in unresolved situations, and can make trade\-offs and decisions even when the information base is not perfect.

  • You normally find the balance between new development, day\-to\-day operations, and continuous improvement.

  • You prioritize automation and have good habits for documentation and traceability.

  • You take responsibility for continuous learning and turn experience into concrete improvements.

  • You handle confidential systems and information with integrity and discretion.

  • You believe societal security is important and want to contribute to securing critical infrastructure.

  • You are analytical and curious, and do not give up on finding solutions to difficult problems.

  • You enjoy technology and normally look forward to going to work.

  • You have respect for those around you and want to contribute to a good working environment.

Formal requirements
-----------------------

The following minimum requirements related to education, experience, and language must be met to qualify for the position:
------------------------------------------------------------------------------------------------------------------------------

  • Relevant technical education and at least five years of relevant work experience. Candidates with less than five years of experience must provide grades from relevant education.

  • Alternatively, at least seven years of relevant work experience with good references. A written reference from a previous employer must then be provided.

  • Good written and spoken communication skills in both Norwegian and English. This also applies to terminology and language related to IT and cybersecurity.

  • Under normal circumstances, the fastest travel time from primary residence to the workplace (for example by taxi) must not exceed one hour in order to meet the requirement for physical response during on\-call duty.
In addition, the position requires Norwegian security clearance to the level of SECRET pursuant to the Security Act. This is not a requirement set by Motorola Solutions, but by Norwegian authorities. This means the following for you as an applicant:
  • The authorities’ clearance process can take up to one year.

  • During the period before the clearance is in place, new employees will not be able to take part in the most sensitive parts of the work, especially if a serious security incident should occur.

  • Motorola Solutions has no insight into and cannot influence the clearance process.
