Job summary

To provide strategic and operational leadership for District Homes’ contract with Manchester City Council (MCC) to provide and manage temporary accommodation for homeless families in Manchester, ensuring the delivery of the contract service requirements within the financial parameters of a set budget.

To lead the Manchester team to deliver housing and support services to district homes tenants achieving key Performance Indicators in line with the contract.

Key responsibilities

· Work alongside the Director of Operations and other DH staff to ensure delivery of the contract requirements for the contract with MCC.

· Accountable for the strategic planning and operational delivery of the contract; ensuring all contractual requirements are met by the team and the service is delivered within target.

· Ensure that the service is delivered within the approved contract Budget or agree budget variations with MCC for any additional expenditure.

· Accountable for ensuring performance management and performance reporting mechanisms are in place to manage high\-quality contract delivery and financial liquidity.

· Work closely with DH central team to ensure accurate accounting and performance measurement

· Manage the housing service for the portfolio of properties to maximise occupancy and income and take appropriate action when tenants do not meet tenancy requirements.

· Ensure that the Support team work to maintain tenancies and signpost tenants to the appropriate services.

· Lead on safeguarding issues, ensuring cases are dealt with appropriately and providing support and guidance to staff dealing with complex cases

· Manage the re letting of properties, including compliance and refurbishment requirements, liaison with MCC, to minimise the vacancy period and ensure new tenants are registered for Housing Benefit.

· Ensure regular property inspections are undertaken to manage DH compliance with its obligations and a safe living environment for tenants

· Liaise with property providers to ensure they meet their obligations to DH and tenants for quality of accommodation and tenancy services, taking any necessary enforcing action to get compliance

· Liaise with MCC and other providers to ensure that the number of homes available always meets the contract requirements

· Take the Lead in negotiations with MCC relating to the contract, its extension and expansion.

· Effectively manage the contract team with strong leadership ensuring reviews, personal development, training needs and appraisals are undertaken in accordance with DH policies.

· Manage and develop relationships with MCC, providers and other service partners and stakeholders, acting as a main point of contact within DH

· Develop and Implement policies, procedures, systems, processes, performance criteria, governance frameworks and procedures within your area of responsibility

· Comply with DH approval and delegation processes for procurement, ordering and payment

· Lead on day\-to\-day delivery of health \& safety for the Contract Team, liaising with the Operations Director to ensure DH meets all its legal obligations and that staff are appropriately trained.

· Undertake other duties as reasonably required by the Chief Operating Officer and Director of Operations to ensure the smooth efficient and economic delivery of services by DH

Person Specification

Experience

· Managing a service delivery contract

· Significant experience of managing housing services in the public sector, including temporary accommodation maintenance and voids management

· Financial management of £ multi\-million budgets

· Operating at a senior level to set, manage and deliver organisational objectives

· Staff management and development

· Contract negotiation

· Liaising collaboratively with external stakeholders and partners

· Creating reports and monitoring information

· Working with sensitive and confidential information

· Extensive experience of safeguarding in relation to vulnerable adults and children

Skills and Abilities

  • Strong interpersonal skills including external representing to stakeholders and partners

  • Excellent organisational skills with the ability to deliver objectives

  • Good negotiating skills to work with stakeholders

  • Strong leadership skills to develop the team and adapt to changing environments

  • Ability to coach and manage staff working away from the central hub

  • Attention to detail and accuracy

  • Good communication skills both written and verbal including confident presentation skills

  • Good financial skills including the ability to analyse and interpret financial data
· Resilient and able to work under pressure and to agreed deadlines

· Well developed problem solving skills

· Able to quickly gain and assimilate new information

· High degree of integrity, confidentiality and diplomacy

Knowledge

  • Social housing and homelessness systems

  • Temporary housing tenancy legislation, homelessness legislation and housing provision for homeless people

  • Contract Management

  • Excellent ICT skills including use of packages such as Microsoft Word, Excel and PowerPoint
· Performance management practices and leadership styles

Education and training

· A level or equivalent

· Commitment to continued development
