The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections:
- Nuclear Security of Materials Outside of Regulatory Control Section
- Nuclear Security of Materials and Facilities Section
- Information Management Section
- Programme Development and International Cooperation Section
The Nuclear Security Detection Architecture Unit is responsible for performing activities related to the detection of nuclear and other radioactive material, which is out of regulatory control, focusing on supporting States to develop their national nuclear security detection architectures. The Unit supports States' efforts to establish strategies, design and implementation of detection operations, concepts of operation, evaluations and exercises, human resource development activities and sustainability strategies. The Unit has responsibility for the development and review of Nuclear Security Series publications dedicated to the detection of MORC and the development and implementation of training activities based on that guidance. The Unit also has responsibility for the NSNS Detection Equipment Laboratory. Main Purpose
Under the supervision and guidance of the Unit Head, NSDA, the consultant provides technical expertise and support in enhancing the detection capabilities and architectures pertaining nuclear material and other radioactive material out of regulatory control, taking into account country specific needs and priorities, nuclear security guidance and resources available.
Functions / Key Results Expected
- Deliver technical input for the implementation of country specific project and activities pertaining nuclear security detection systems and measures;
- Conduct technical assessment and provide advice on Member States' nuclear security systems and measures for detection of nuclear and other radioactive material out of regulatory control, including the desirable national infrastructure in line with nuclear security guidance and utilizing, inter alia, NUSIMS self\-assessments;
- Implement Integrated Nuclear Security Support Plans (INSSP) based on Member States' needs and provide technical input according to the IAEA and international recommendations and guidelines as scheduled in the plans;
- Contribute to the application of the technical recommendations and guidelines relevant to nuclear security detection including the preparation of training materials, conduct of missions, and delivery of capacity building activities;
- Draft technical inputs for guidance documents (nuclear security guidance, technical reports) relevant to nuclear security detection matters.

Skills and Expertise
- National Nuclear Security Regimes
- Detection Systems and Measures
- University degree in physics, nuclear science and engineering or a related field.
- At least 5 years of professional experience in the area of nuclear security detection architecture, system and measures for materials out of regulatory control (at national or international levels).
- Fluency in written and spoken English. Knowledge of another official IAEA language (Arabic, Chinese, French, Russian, Spanish) is an asset.
The remuneration for this consultancy is a daily fee of up to a maximum of € 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
