Duties

The incumbent draws on a broad knowledge of immigration law, extensive investigative experience, and a well\-developed contact network to investigate, detect, prevent, and analyze fraud related to visa and passport applications for U.S. immigration benefits within Mission France.

Mission France comprises the Embassy, two consulates, three American Presence Posts (APPs), and the Principality of Monaco.

Key Responsibilities

  • Provide comprehensive fraud prevention expertise in conducting document and visa fraud investigations.

  • Train Mission staff and exchange information through a robust network of local and international contacts.

  • Serve as the first point of contact for all consular\-related fraud matters.

  • Work independently, under the supervision of the U.S. Fraud Prevention Manager, to investigate visa and nationality fraud.

  • Apply advanced interviewing techniques and fraud detection skills.

  • Build and maintain a strong contact network.

  • Distill complex information into actionable intelligence and reporting to inform visa adjudicators.

  • Identify fraud trends and provide detailed detection, prevention, and analysis techniques.

All selected candidates must be able to obtain and hold a Public Trust (Low Risk\-Non Sensitive) security clearance.

All selected candidates will be subject to a background investigation and may be subject to a pre\-employment medical exam.

Selected candidate must be able to begin working within a reasonable period of time (12 weeks) upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Education Requirements:

  • Without substitution (grade 9\): Two years of post\-secondary degree required and a minimum of four years' experience conducting fraud investigations including experience with analyzing documents such as travel documents, visas, and/or immigration nexus is required.

  • With substitution (grade 9): Secondary school \+ a minimum of six years' experienceconducting fraud investigations including experience with analyzing documents such as travel documents, visas, and/or immigration nexus is required.

Job Knowledge:

Expert knowledge in methodology, detection and examination of fraudulent documents.

  • * Comprehensive knowledge of French economic, governmental and social structure, as well as current security and terrorism trends.

  • Good knowledge of online research techniques and databases.

  • Working knowledge of the French penal and immigration system.

Skills And Abilities:

  • Ability to exercise initiative and resourcefulness and to work independently.

  • Ability to evaluate evidence and explain analysis to others orally and in writing using technical English and French.

Highly skilled in identifying fraud and recognizing fraud trends.
  • Excellent interpersonal skills and fraud interviewing techniques to allow incumbent to illicit information from people under investigation as well as witnesses and contacts. Ability to write in\-depth analytical reports in both English and French and to develop and analyze fraud data.

  • Ability to train others on basic fraud prevention skills.

  • Ability to learn and apply complex rules and regulations. Ability to determine and apply rules and regulations.

Agency Benefits:
SALARY: the annual gross salary includes: the profit\-sharing allowance, the vacation allowance, the bonus allowance and the “Comité d’Entreprise” allowance.

MEAL TICKETS: Meal tickets have a face value of EUR 8\.25/day. 60% of the daily amount is paid by the U.S. Government. An employee contribution of EUR 3\.30 per ticket will be deducted in payroll. The number of meal tickets is limited to 202 workdays per year.

TRANSPORTATION: Employees are eligible for a reimbursement of 50% of the cost of public transportation passes purchased for commuting purposes.

HOLIDAYS: The U.S. Missions in France observe eleven U.S. holidays per year and up to ten French holidays.
