Job Title: Commercial Lead \- Property and Facilities Management

Salary: The starting salary is £77,775, which includes allowances totalling £3,009\.

The salary is broken down as £74,766 basic salary, which will increase annually until you reach the top of the scale £82,362\. Plus, a location allowance of £2,009 and a non\-pensionable allowance of £1,000\.

Background to the Role

The Metropolitan Police Service (MPS) Commercial Function are responsible for delivering end\-to\-end commercial lifecycle management and supporting the wider business in working with third parties.

The Metropolitan Police Service spends just over £840m each year on a diverse range of goods and services, from ammunition to complex IT service contracts, from response vehicles to stationery. We proactively manage thirty large complex and operationally critical outsourced service contracts, to ensure that we receive the quality services we are paying for and achieve value for money through the entire life of the contract.

This is an exciting time to be working in commercial management for the MPS. The MPS Commercial Function are in the middle of a large\-scale transformation, working to deliver the following strategic aims:

Build a world class capability and team;

Engage effectively with our markets and suppliers;

Improving and simplifying how we work;

Delivering outcomes through commercial policy.

In addition to large\-scale transformation within the Commercial team, there's the unique and ever\-evolving challenge of policing London. As a member of the Commercial Services team, you will be directly supporting the MPS mission to make life safer for over 9 million Londoners. This means that there are more opportunities for you to get involved with making London the safest global city in a time of unprecedented change within the UK's largest Police Service.

Role Description

This role sits in the Property pillar and is specifically focussed on providing commercial support to stakeholders responsible for all elements of hard and soft FM, utilities, operational services and catering. The MPS has over 200 sites across 32 London boroughs.

You will be contributing to delivering Commercial Excellence for the Met, providing a customer focused service, understanding the business need and stakeholder drivers, with the aim of becoming a trusted commercial advisor.

You will provide commercial support from developing the category strategy to leading on sourcing strategies and events, and support the stakeholder contract management functions within the business.

There is a rolling programme of procurements with a focus of the role to secure value through effective sourcing of suppliers and where possible identify collaboration opportunities with the wider Greater London Authority (GLA) group.

The sense of team within the category is strong, and relationships with the client function are excellent. You will be expected to work autonomously to ensure effective stakeholder management and work within the commercial and wider MPS governance framework processes and procedures. You will drive performance management, risk management, issues resolution, financial management oversight, contract change control and overall contract and statutory compliance whilst being responsible for continuous improvement across the commercial activities (service and value).

You will also work closely with colleagues within the commercial function to contribute and feed into the category strategies and offer insight and best practice across the wider team. You will also develop relationships with the MPS stakeholders to drive value for money and risk management excellence across the category.

This role will be based at Kilburn police station with a requirement to be with stakeholders at Sidcup from time to time, working across the Met estate with a blended working option.

Category scope includes:

Responsibility for all Commercial activity for c.50 contracts with a total value of c.£1\.2bn across an estate of c.200 properties supporting the MPS operations in greater London. Properties include office buildings, police stations, operational sites including training bases and maintenance facilities, covert locations, and residential estate.

Full range of traditional Facilities Management (FM) Services (including energy) plus key operational support contracts including catering, covert and RASP

Procurement strategy and solutions including risk management to support a 24/7 business critical operational estate

Work with GLA Collaboration teams to support the mayoral ambition for NCZ through a renewable energy PPA

Advising PSD on procurement strategies, new service strategies and bundling to achieve better value and resilient supply chain

Providing FM market insight and category knowledge to ensure appropriate commercial decisions

Support to the wider MPS commercial community

Construction Services

Category scope includes:

Major capital works (including Programme 11 BCU)

Forward works programme

NZC programme

EV estate programme

CCTV upgrade programme

ESB refurbishment for CTOC (Programme 10 CTPHQ)

PFI Sites

MOPAC has two PFI contracts providing premises for operational policing, these include MPSTC Gravesend and Southeast London (SEL) Police Stations. These contracts expire in 2028 and 2029 respectively.

Additional Information

If successful at the paper sift stage, candidates will be invited to the Government Commercial Function Assessment and Development Centre at Commercial Lead level. Successful candidates will then undertake interviews.

Roles in Commercial Services are aligned with the levels of the Government Commercial Organisation, which sits within the Government Commercial Function. This role has been mapped to Commercial Lead level.

There is a requirement to undertake a Commercial Assessment \& Development Centre (ADC) at Commercial Lead (CL) level which will aim to take place at a time to be advised.

Essential For The Role

Essential Criteria

Experienced and knowledgeable in how the FM market works and what drives business decisions, innovations and commercial strategy in consumers and suppliers alike.

Evidence of having delivered organisational benefits to customers through effective design and/or implementation of procurement strategies.

Excellent understanding of sourcing and procurement methodologies, ideally within a regulated or public sector environment.

Evidence of developing or supporting effective supplier relationships and the ability to resolve issues in performance or variations in supply, working in partnership to deliver continuous improvement and innovation for all parties including complex performance management and incentivisation mechanisms.

Experience working and effectively influencing senior stakeholders with or without authority projecting personal impact and credibility at all levels of the organisation and the external market, demonstrating an ability to influence, persuade and effectively communicate.

Ability to prioritise and manage a demanding workload whilst balancing both operationally urgent and important tasks to deliver to deadlines aligned with strong project management capabilities gained through practical professional experience,
