The role:

This is an exciting time to take forward a new role across the services, leading and supporting transformational change within PCHC and continued development and promotion of the WoS Sexual Assault Service.

The Clinical Nurse Manager will provide visible and effective leadership and be responsible for the clinical, professional and operational management of the 24 hour services. The Clinical Nurse Manager will actively promote safe, effective and person\-centred, evidence\-based healthcare delivery in the Police Custody Healthcare and Sexual Assault Service setting. This will include supporting the redesign of the service model within PCHC and the development of both services in collaboration with professional nurse and medical leads.

The Clinical Nurse Manager will be committed to supporting staff development, ensuring high quality care, with evident skills to develop and maintain an organisational culture which is inclusive and empowering, promoting trust, respect and responsibility in delivering positive and sustainable change.

Applicants will be NMC registered and have extensive and demonstrable post registration experience of leadership and management of teams, with evidence of continued professional development relevant to the role. Knowledge and / or experience of delivering services with justice requirements would be advantageous, though not a requirement. Experience of service change management, quality improvement and development would be desirable.

As the role is covering a peripatetic and regional service a driving licence is required.

Duration, Location, and Working Pattern:

  • Location based in William Street NW Headquarters

  • Permanent Contract

  • Full\-time position (36 hours per week)

  • Shift pattern for this post are Monday \- Friday, Core Hours
Key responsibilities:
  • To provide strategic management to the healthcare service ensuring that the service is continually reviewed against internal and external performance management objectives.

  • Monitoring, reviewing and evaluating the service provided by the PCHC and Sexual Assault Service teams ensuring Best Value and continuous improvement in service provision and standards.

  • To lead on specific national initiatives to support healthcare development e.g. professional standards, safe staffing levels, medicines management, nurse training and learning strategy

  • Lead and provide strategic steer in planning healthcare services on behalf of the WoS Sexual Assault Service \& Police Custody Healthcare Service Manager and the NHS including ensuring adequate staffing resource is available, contingency planning e.g. infectious outbreak

  • Responsible for effective management of physical, financial and people resources to ensure a high standard of healthcare delivery.

  • Responsible for the establishment of risk management processes for health protection, health \& safety and safe systems of work through audit, risk assessment and risk register contributing to the overall governance agenda.

  • Responsible for local recruitment and selection of healthcare staff.

  • Responsible for line managing, direct reporting including second line disciplinary grievance issues, sickness absence, supervision, appraisal and investigations

  • To provide a regular clinical/care supervisory function to the Nurse Team Leaders within sphere of responsibility and ensure that this system is in place for all grades of nursing staff.

Knowledge, training, qualifications and/or experience required to do the job:
  • Registered Nurse with current NMC registration

  • Working knowledge of the NMC Code

  • Extensive and demonstrable post registration experience of leadership and management of teams

  • Evidence of continued professional development relevant to role

  • Evidence of safe clinical competence and judgement

  • Management qualification or completion of a course of study aimed at increasing management expertise and leadership qualities or evidence of experience at that level

  • Experience of quality improvement and change management.

  • Track record of innovation and practice development

  • Excellent interpersonal and organisational skills.

  • Knowledge of Public Protection legislation and procedures

  • Knowledge of current legislation including Mental Health (Care \& Treatment) (Scotland) Act 2003

  • Knowledge of relevant research findings
