Purpose of Role:
Provide Wells technical assurance to BU Germany operations teams (D\&W and Assets), ensuring wells standards are met, processes followed, regulatory compliance achieved for the well lifecycle.
Develop and maintain Germany wells related systems and standards, and demonstrate continuous improvement in compliance and performance
Owner of BU Germany wells standards with approval role for any required dispensations
Critical Responsibilities:
Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures
Develop and maintain wells technical standards; ensure conformance to standards
Dispensation process and related risk assessments
Maintain overall Wells regulatory compliance; ensure workflow / processes adequately documented, document templates are defined, expectations communicated to key users
Focal point for relevant organisations related to wells integrity assurance
Responsible for Well Examination Scheme
Maintain and oversee compliance with relevant competency management systems for wells related personnel
Coordinate relevant professional an industry visibility for wells
Areas of Accountability, Responsibility \& Competence:
Provide technical assurance \& regulatory compliance:
Develop and maintain Wells technical standards
Manage risk assessment \& dispensation process
Maintain overall Wells regulatory compliance; ensure workflow / processes adequately documented, document templates are defined, expectations communicated to key users
Focal point with relevant authorities for well\-specific issues
Responsible for Well Examination Scheme
Liaise with HSES, provide general regulatory support, ensure regulatory compliance
Support audit programme
Drive QAQC/inspection for Wells
Support planned \& ongoing operations:
Ensure key management system requirements are followed
Ensure conformance to standards
Review / submit OMAR Notifications \& Material Changes
Review / submit NSTA Applications \& Notifications
Interface with OMAR \& OPRED on well\-specific issues
Review Well Programmes \& Amendments
Facilitate risk assessments /Dispensations to support well design / operations
Liaise with Well Examiner
Drive continous improvement in, liaise with broader organisation regarding:
Training \& competence
Systems (IT \& applications; data \& records management)
Process safety
Management of change processes
BMS
Business continuity
Supplier performance management
Merger / integration activities
Any other reasonable duty as per instruction by the manager
Critical Skills, Qualifications, Experience, etc.:
Relevant engineering, math, science degree or demonstration of similar knowledge gained through learning, experience and skills
Depth of technical experience in well design, operations \& management
Breadth of technical experience across range of well disciplines \- drilling, completions, interventions, integrity, production etc
Knowledge of industry standards
Fluency in German and English, both written and spoken.
Understanding of regulatory framework for wells
