Internal and external candidates will be considered for this vacancy.
For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed\-term or short\-term graded or ungraded contract, including Junior Professional Officers (JPOs), UN Volunteers with at least twelve (12\) months of continuous service in IOM, staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed\-term or short\-term graded contract will not retain their contract type if appointed to an ungraded position.
Organizational Context and Scope
Under the direct supervision of the Information Management Officer, and the overall supervision of the Senior DTM Coordination Officer, the Data Management Officer – Displacement Tracking Matrix (DTM) will be responsible in supporting the global data management activities and workflows, including the consolidation, cleaning, refinement, and quality assurance of datasets, databases, and the DTM’s Central Data Warehouse (CDW) as well as the roll out and implementation of Data Dictionary to ensure the workflows of data between country, regional and global offices is accurate, controlled and meet the quality requirements of the DTM programme to continue to feed internal and external information needs.
- RESPONSIBILITIES
- Implement global DTM survey, tracking system for DTM operations worldwide, as well as addressing queries on data collected by DTM field operations, based on data consolidated in the Central Data Warehouse and any other databases available.
- Responsible for ensuring standards in published DTM data in IOM websites, mainly displacement.iom.int, but may include any other portal as required by the operations and global developments.
- Implement data quality control mechanism for DTM operations worldwide as set by the global standard.
- Contribute to the implementation and roll out of responsible data mechanisms in DTM implementation worldwide. This includes the aspect of data governance, data protection, data security, and ethics in the collection and use of DTM data.
- Support in development and adaptation of standard operating procedures for DTM field data collection and management.
- Develop and implement Kobo forms to support DTM operations in the field worldwide.
- Prepare tabulations for technical reports, information bulletins and other relevant information products related to displacement\-affected populations and migration flows (such as statistical analysis and interpretation of results of multisectoral location assessment, return intention surveys, flow monitoring surveys).
- Research, analyze and evaluate new applications related to information systems, to new technologies and processes to manage information in response to disasters and/or complex emergencies and make recommendations for their utilization.
- Perform such other duties as may be assigned.
Education**
- Master’s degree in Computer Science, Demographics or an Information Management or a related field from an accredited academic institution; or,
- Accredited Universities are those listed in the UNESCO World Higher Education Database.
- Experience in global data consolidation from various databases and datasets;
- Experience in managing or working with DTM data, datasets, and databases;
- Experience in complex data quality control operations/mechanisms;
- Skills
- Excellent knowledge of databases management, querying, quality assurance and control systems;
- Required advanced proficiency of Microsoft Excel, Googledocs suite, and SQL, Kobo and PowerBI. Valued proficiency in using two or more of the following tools: XLSforms for ODK and Kobo, Access, Python, Stata, R;
- Excellent analytical, writing and communication skills;
- Languages
For this position, fluency in English is required (oral and written).
Working knowledge of French, and/or of an official UN Language (Arabic, Chinese, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
