The role:

Oceana is looking for a Campaign Director with a strong passion for ocean conservation to lead the design and delivery of Oceana’s campaigns on illegal fishing and transparency in Europe.

The Campaign Director will own campaign\-level strategy and delivery, setting clear strategic direction, driving effective implementation, and ensuring measurable advocacy outcomes. The position plays a key role in driving advocacy efforts to combat Illegal, Unreported and Unregulated (IUU) fishing across Europe and globally. Working alongside policy advisors and cross\-functional teams, the Campaign Director will help expose unlawful fishing practices, advance transparency and accountability, and push for stronger fisheries governance and enforcement measures.

Reporting directly to the Head of Campaigns, the role also manages a team of two senior campaigners and contributes to resource development and broader organisational planning, helping to maximise Oceana’s policy impact and public influence. The position is based in Oceana’s office in Brussels (Belgium). The role involves regular travel, primarily within Europe, with occasional inter\-continental travel.

Responsibilities:

  • Lead the development and delivery of campaign strategy, including objectives, theory of change, and detailed workplans.

  • Translate strategic direction into actionable and coherent campaign plans.

  • Drive execution across advocacy, communications, research, and stakeholder engagement, adapting tactics to political, external, or organisational contexts.

  • Coordinate and provide day ‑ to ‑ day leadership to a multidisciplinary campaign team, including staff, consultants, and external partners.

  • Ensure effective collaboration with other teams and departments.

  • Represent campaign priorities externally, leading or supporting advocacy,coalition ‑ building, and stakeholder engagement.

  • Act as a spokesperson for the campaign.

  • Manage campaign budgets and resources in line with strategic priorities and financial requirements.

  • Monitor progress, impact, and risks, proposing course corrections where needed.

  • Contribute to fundraising efforts, donor engagement, and reporting in collaboration with the Development team.

  • Ensure compliance and fulfilment of risk assessment processes.

  • Provide insights, learning, and recommendationsrelevant tothe campaignindiscussions led by the Head of Campaigns.

  • Support organisational learning and continuous improvement across campaigns.

  • Promote best practice in campaign management, including reporting, learning, and resource optimisation.
Education and work experience:
  • Degree in environmental studies, political science, international relations, marine science, or a related field, or equivalent professional experience.

  • At least 10yearsofexperience leading and delivering advocacy orpublic ‑ facingcampaigns in complex political and external environments.

  • Proven ability to develop and implement campaign strategies, includingobjectives, theory of change, and workplans.

  • Solid experience in campaign management, including budgeting, resource allocation, risk management, and impact monitoring.

  • Experience working within European and/or international advocacy contexts.
Skills and knowledge:
  • Strong leadership skills coordinating multidisciplinary teams across campaigns, science, and policy.

  • Demonstrated capability in senior ‑ level influencing, coalition ‑ building , and stakeholder engagement.

  • Senior people ‑ management skills, including performance oversight, staff development, and resourcing.

  • Oral and writtenproficiencyin English isa must; fluency in other European languages, such as French or German, is an advantage.

  • Cultural sensitivity and experience working in international or multicultural environments.

  • Strong ability to work closely with the Communications team to ensure campaign messages, narratives and materials are strategically aligned.

  • Proven skills in project management, including planning, prioritisation,timelinesand delivery of campaignobjectives.

  • Experience in budget planning,monitoringand reporting, ensuring efficient and transparent use of campaign resources.

  • Capacity to translate campaign strategies into clear action plans and operational tasks for teams and partners.

  • Ability to work collaboratively across departments, balancing strategic oversight with hands ‑ on management.

Oceana's offices operate on a hybrid schedule, and staff are required to work from their assigned office on Tuesday, Wednesday, and Thursday. Actual salary offer will depend on the candidate's exact work location, qualifications, relevant experience, and internal pay equity relative to current employees in similar roles
