*This position is based in Leith but will work closely with our ports across Scotland and involve regular travel to our sites*

About The Role

Reporting to the Commercial Director, this newly created and strategically important role will lead business growth and commercial development across the offshore energy sector, with a focus on North Sea energy, offshore wind, marine services, energy transition, and decommissioning opportunities across the UK.

As a key appointment within the business, the Business Development Manager will play a central role in identifying new market opportunities, strengthening client relationships, and supporting the company’s long\-term commercial growth strategy.

  • Develop business cases and commercial proposals with a clear focus on return on investment (ROI), operational efficiency, and long\-term value creation across the offshore energy sector.

  • Identify and analyse emerging market trends, commercial opportunities, and regulatory developments across North Sea energy, offshore infrastructure, offshore wind, marine services, and energy transition sectors. Maintain strong market intelligence and a detailed understanding of UK offshore energy stakeholders, customers, and supply chain activity.

  • Support the growth of North Sea energy\-related activities, including vessel mobilisation and de\-mobilisation campaigns, offshore logistics, marine support services, dive support operations, offshore construction, inspection, maintenance and repair (IMR), subsea activities, offshore wind support, and wider offshore energy projects aligned to port and marine capabilities.

  • Support opportunities associated with offshore decommissioning and energy transition projects, including inspection, maintenance and repair, subsea intervention activities, offshore asset removal, infrastructure redevelopment, offshore wind integration, and associated marine and port support services. Activities may involve a broad range of offshore vessels including construction vessels, multipurpose vessels, diving support vessels, heavy lift vessels, energy support vessels, and well intervention vessels.

  • Develop and maintain strong commercial relationships with major operators, contractors, vessel owners, developers, and supply chain partners across the offshore energy and marine sectors. Monitor market trends and competitor activity, analysing capabilities, positioning, and market developments to support strategic decision\-making and business development activity.

  • Promote the services and capabilities of Targe Towing and associated marine service teams as part of integrated offshore energy and port solutions.

  • Work closely with Asset Managers and operational teams to assess project opportunities and align commercial activity with operational plans across the port portfolio, with particular focus on Rosyth, Leith, and Dundee.

  • Support the development of commercial models, charging structures, and tariff frameworks that reflect operational requirements, port services, environmental considerations, security requirements, and vessel logistics, while optimising throughput, utilisation, storage, and associated revenue streams.

  • Ensure services are delivered in accordance with contractual obligations, operational requirements, and relevant UK legislation, licensing, environmental, and health \& safety standards. Coordinate delivery through effective partnership arrangements and internal stakeholder engagement across Asset, Legal, Marine, and HSE teams.

  • Represent Forth Ports at industry conferences, exhibitions, seminars, and stakeholder events across the offshore energy, marine, and renewables sectors.

  • Prepare and deliver presentations for internal and external stakeholders, showcasing the opportunities, infrastructure, and capabilities available across the port network to support offshore energy, decommissioning, and offshore wind activities.

  • Prepare regular reports on market activity, commercial performance, project pipelines, customer engagement, and strategic opportunities, including evaluation of commercial value and stakeholder activity for senior management.

  • Ensure clear, timely, and effective communication across internal teams, customers, contractors, and delivery partners.

  • Align offshore energy, marine, and decommissioning strategies with ESG objectives and wider energy transition ambitions.

  • Act as an ambassador for the business at industry and networking events, promoting company capabilities, services, and values.

  • Seek customer feedback and support a culture of continuous improvement, monitoring performance metrics and refining service delivery to enhance customer experience and commercial outcomes.

  • Provide regular updates to the Commercial Director, Marine Management teams, and Targe Towing regarding offshore energy market activity, project opportunities, energy transition developments, and sector performance.

Required Criteria

  • Substantial experience and credibility in a logistics\-focused position within the Oil and Gas sector.

  • Excellent commercial acumen \- strong focus on ROI, cost management, and value optimisation.

  • Strong knowledge of UK decommissioning regulations, licensing processes, and engagement with regulatory bodies.

  • Excellent networking skills \- active participation in industry forums, conferences, and professional networks relevant to decommissioning.
