A Short\-Term Appointment is used to recruit staff to meet short\-term needs. The duration of this assignment is provided above. The maximum duration of a short\-term appointment including extensions shall not exceed 12 months.

A Short\-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

A current ICC staff member who is holding a fixed\-term appointment may apply for any short\-term position. Where a current ICC staff member is selected to a short\-term position, he or she will be temporarily assigned to the position in line with section 4\.10 of ICC/AI/2016/001\. GS\-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short\-term appointment are governed by ICC/AI/2016/001\.

Organisational Context

Working in strict cooperation with the Budget Section, the goal of the Finance Section is to:

  • Ensure proper application and implementation of the Financial Regulations and Rules (FRR) as promulgated by the Rome Statute, any directives or administrative instructions and financial procedures;

  • Prepare the Court’s and TFV’s Financial Statements in compliance with IPSAS for timely submission to the external auditors and to ensure an unqualified audit opinion is released at the end of a smooth audit procedure;

  • Provide financial management support for the smooth running of the Court’s operations and implementation of its mandate;

  • Lead and implement financial management tools that will drive the Court in achieving its objectives while having absolute compliance with international public sector reporting standards;

  • Provide financial services to all Organs of the Court and to advise, guide and lead finance related projects within the strategic goals and objectives of the Court.
The Finance Section is comprised of Disbursement Unit and Accounts and Treasury Unit. Associate Disbursements Officer (P\-2\)will work within the Disbursement Unit.

The responsibilities of the Disbursement Unit are:

Financial management area of all ICC accounts payable (under the approved regular budget and Trust Funds (TF)) and the TFV, in compliance with ICC Financial Rules and Regulations (FRR), procedures, and IPSAS. This includes ensuring the accurate recording of the following vouchers in the accounts to prepare financial statements aimed at an unqualified audit opinion:

  • + down payments and settlement of invoices/credit notes from suppliers (including witnesses related) and TFV implementing partners.

+ fees of individual contractors and consultants. Calculation of the respective service incurred death and disability insurance premium.
+ fees, living costs, professional charges and taxes compensation of members of the Defence Counsels, Legal representatives of the Victims, and of their respective teams.
+ travel advances and settlements of Travel Expense Reports (TER).
+ reimbursement of expenses to (Non) Staff incurred on behalf of the Court.
+ advances and settlements to (Non)staff members under Miscellaneous Obligating Document (MOD) for the Court’s operational activities.
+ review and approve petty cash/imprest entries and replenishments.
+ salaries and benefits of elected officials and staff members, salary related contributions and after service health insurance) as prepared by the HRS.

The Disbursements Unit also leads development and implementation of change initiatives for continuous improvement impacting the Court’s business processes, designing KPIs used by Senior management, identifying ERP enhancements, and Court wide projects involving a wide range of stakeholders.

The Unit provides recommendations and guidance to management and other staff members in relation to financial policy and business processes.

Duties and Responsibilities

Within this framework and under the direct supervision of the Head, Disbursement Unit, the incumbent will perform the following duties:

  • Support the Head, Disbursements Unit, in developing and implementing large\-scale change initiatives for continuous improvements impacting the Court’s core business processes for the ICC and TFV, including but not limited to payment to worldwide suppliers in the procure\-to\-pay process, travel, Miscellaneous obligating document (MOD), fees of individual contractors and consultants and of the members of the legal teams.

  • Assist the Head, Disbursements Unit in developing and implementing, in coordination with the SAP Team and relevant Sections, ERP system enhancements to improve workflows and automate manual tasks, driving Court wide efficiencies. Collaborate with SAP and IMSS to leverage and implement technology projects to address and improve Court\-wide business processes and initiatives covering the entire lifecycle from pre\-implementation to post\-implementation and stabilisation.

  • Assist in drafting finance\-related SOPs and guidelines, and provide input on the Court’s SOPs, Administrative Instructions, and other documents.

  • Perform voucher approval process for advances and settlements.

  • Provide guidance on applicability of FRR and processes including steps required in the ERP system to Certifying officers, Procurement, Travel, HRS, and other staff to facilitate payment and compliance with financial systems and regulations.
Essential Qualifications

*Education*

Advance university degree in Accounting, Finance or in Business Administration with a solid background in finance or accounting. A first\-level university degree in combination with two additional years of experience is accepted in lieu of the advanced university degree.

*Experience:*

  • A minimum of two (2\) years (four (4\) years with a first university degree) of relevant work experience in disbursements/accounts payable, accounting or finance, is required.

  • Experience in working with ERP such as SAP, is required.
*Knowledge, Skills and Abilities:*
  • Knowledge of Financial Rules and Regulations, as well as finance/accounting policies and practices, is required;

  • Knowledge of IPSAS or other international standards (like IAS and IFRS) would be considered an asset. Ability to apply financial rules, regulations and established guidelines and procedures;

  • Proficiency in computer skills especially in Excel, Word and PowerPoint, is required;

  • Excellent drafting skills, ability to communicate effectively orally and to establish and maintain effective working relations with others in a multi\-cultural environment with sensitivity and respect for diversity.

  • Ability to demonstrate job knowledge and expertise in respective work area, proposing solutions to challenging issues;

  • Effective organizational skills and ability to respect deadlines in an efficient and competent manner in a fast\-paced environment;

  • Ability to work in a multi\-cultural, multi\-ethnic environment with sensitivity and respect for diversity.
*Knowledge of Languages:*

Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is desirable. Knowledge of another language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.

General Information

Candidates appointed to posts at a P\-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC\-ASP/23/Res.2 \- ICC\-ASP\-23\-Res.2\-ENG) to implement a tenure policy at the Court as of 1 January 2025\.

  • The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
