The Associate Director, Regulatory Affairs \- Pricing \& Underwriting, will provide regulatory leadership and subject‑matter expertise in support of Optum Rx Pricing \& Underwriting activities. This role is responsible for interpreting, assessing, and operationalizing complex federal and state regulatory requirements, ensuring pricing and underwriting strategies remain compliant, defensible, and aligned with evolving regulatory expectations.
In this role you will partner closely with actuarial, finance, underwriting, legal, compliance, and product teams to evaluate regulatory impacts on business initiatives, develop clear guidance, and influence decision‑making. The role will lead regulatory analyses and proactively monitor regulatory developments that may affect pricing methodologies, underwriting practices, and product design.
This position requires strong analytical judgment, the ability to translate regulatory requirements into practical business solutions, and the leadership skills to guide stakeholders through ambiguity. The Associate Director will also contribute to governance forums, support risk assessments, and help shape the regulatory strategy for Optum Rx Pricing \& Underwriting.

Primary Responsibilities:
- Provide regulatory leadership and subject‑matter expertise in support of Optum Rx Pricing \& Underwriting activities
- Interpret and assess federal and state regulatory requirements impacting pricing methodologies, underwriting practices, and product design
- Translate complex regulatory requirements into clear, actionable guidance for actuarial, pricing, underwriting, and business partners
- Partner cross‑functionally with Legal, Compliance, Actuarial, Product, and Operations teams to ensure regulatory compliance across initiatives
- Lead regulatory impact assessments for new products, pricing strategies, and underwriting models
- Monitor and evaluate emerging regulatory developments, proactively assessing business risk and operational impact
- Contribute to governance forums and risk management processes, including issue escalation and mitigation strategies
- Develop and maintain regulatory documentation, interpretations, and internal guidance materials
- Mentor junior analysts and influence best practices for regulatory analysis and decision‑making within Pricing \& Underwriting
Required Qualifications:
- Bachelor's degree in actuarial, business, economics, health policy, law, or a related field
- Proven experience in regulatory analysis, compliance, actuarial, pricing, underwriting, or a related healthcare or pharmacy benefit environment
- Demonstrated experience interpreting and applying complex regulations impacting pricing and underwriting
- Proven ability to work cross‑functionally with actuarial, legal, compliance, product, and business stakeholders
- Master's degree in a regulatory focused discipline
- Prior experience within a pharmacy benefit manager (PBM)
- Experience supporting pricing and underwriting activities for complex or regulated healthcare products
- Familiarity with U.S. healthcare regulatory environments relevant to pharmacy, pricing, and underwriting
- Experience participating in or presenting to regulatory, governance, or risk committees
- Prior experience mentoring or leading analysts in a matrixed organization
